Oregon Decides – Jackpot Winners to Remain Anonymous

A new bill that made its way through Senate on Tuesday and garnered overwhelming support (23-5) will now make it possible for jackpot winners to not have to worry about divulging their identity – if they choose not to.

Lottery Winners Now Entitled to Privacy If They Choose To

House Bill 3115 received the approval of the Senate and will now be sent to Oregon Gov. Tina Kotek’s office for final approval. This will put Oregon in the company of other states that have recently decided that the anonymity of a winner should be a matter of personal choice and not state law.

Historically, disclosing the identity of the person who won invited public scrutiny and allowed the lottery to operate above board. However, all state lotteries around the United States have been able to burnish their credentials and introduce safeguards that make it virtually impossible for collusion to occur.

Even if a lottery employee did influence the outcome of a draw or tipped third parties, that would not remain unknown for long. Therefore, the reasoning behind the rule that forces winners to disclose their identity has mostly lost its relevance, with most states giving winners freedom of choice.

Up until now, Oregon was a part of 23 states to deny this right to lottery players, but as soon as Gov. Kotek signs the bill (there are no signs that she would seek to oppose it), this will change. Winners certainly feel relieved, as many have voiced concerns over their privacy and safety, being targeted by scammers.

However, the bill was also met with some criticism, as some dissident voices have been heard over the role that courier services could play in all of this, arguing that it benefited said courier services in the end.

Lottery Couriers on the Chopping Block

Lottery couriers are already under a lot of pressure, after they have made it possible for syndicates to snatch up available tickets for certain draws by fitting in all possible combinations and thus all but guaranteeing a win.

A similar case recently took place in Texas, where a courier-bought ticket snatched the jackpot prompting scrutiny from the regulator, lawmakers, and the governor, who all lambasted the company that had sold the ticket. Soon after, Texas announced that it would prohibit the use of courier sites and apps for the sale of tickets.

Opponents to the Oregon bill have similarly raised concerns over courier services, which are said to be operating in a legally grey area.

$349M Mega Millions Jackpot Winner Steps Forward to Claim Prize

It’s been a month since the Mega Millions jackpot fell, and now the group of winners, who still remain anonymous, has come forward to claim the prize.

Winners Come Forward

The $349 million Mega Millions jackpot landed on March 25 after a group of lucky players guessed the winning combination. Early Wednesday morning, the Illinois Lottery announced that the prize had at last been claimed. The group, who opted to stay anonymous and go by the nickname “Blessed,” purchased the winning Quick Pick ticket at Casey’s General Store located at 70 S. Somonauk Road in Cortland. As a reward for selling the winning ticket, the retailer was awarded a $500,000 bonus. 

According to the Mega Millions website, one ticket matched all six numbers to win the jackpot, which had an estimated cash option of $161.4 million. Initially projected at $344 million, the final jackpot amount increased due to higher-than-expected ticket sales.

This marks the fourth Mega Millions jackpot claimed in Illinois over the past four years. Noteworthy recent wins include a $1.34 billion prize in 2022, which is the largest in the state’s history. Last year, one lucky iLottery player won $552 million in June 2024, making it the largest online lottery win in US history.

Meanwhile, the most recent winners said that they feel “absolutely ecstatic and feel incredibly blessed.” They also explained they plan to use the money for good, saying the prize “will truly be the gift that keeps on giving.”

This win is one of several massive lottery wins that have happened recently. Just a few days ago, a Kentuckian won the $167.3M Powerball Jackpot, although the winner has not yet come forward to claim their prize.

There Were More Winners

In addition to the jackpot winner, a ticket sold in Florida matched all five white balls, earning a $1 million prize. The last time the jackpot was won was on January 17, when a player in Arizona claimed a $112 million prize.

According to the Mega Millions website, Tuesday’s drawing produced a total of 619,889 winning tickets across the country. Among them, 18 tickets matched four white balls plus the Mega Ball to claim third-tier prizes of $10,000 each – seven of which doubled their winnings to $20,000 thanks to the Megaplier option.

The jackpot will now reset to $20 million for Friday night’s drawing. Each ticket sold also contributes significantly to education in Illinois. During this jackpot run, total Mega Millions ticket sales reached nearly $24 million, allowing the Illinois Lottery to return over $9 million to the Common School Fund in support of K-12 education.

Kentuckian Wins $167.3M Powerball Jackpot

One lucky player from Kentucky won the $167.3 million Powerball jackpot on Saturday’s draw, marking the fourth time in 16 years someone has managed to guess all six numbers.

Last week, the lottery marked its birthday, celebrating its 33rd birthday on Tuesday, April 22. It seems quite fitting that one lucky player scored the winning combination at the end of the festive week. The ticket was sold at Clark’s Pump N Shop in Georgetown while the numbers pulled on April 26’s draw were 1, 12, 14, 18, 69, a red Powerball 2, and a Power Play multiplier of 3X. 

Across the country, over 510,000 tickets won cash prizes in Saturday night’s drawing. Other notable winners include seven tickets that each won $150,000 and ten tickets that each won $50,000.

The winning ticket holder can claim their prize within 180 days from the date of the drawing at the lottery headquarters in Louisville. They can choose between an annuitized prize of $167.3 million or a lump sum of $77.3 million, both amounts before taxes. If the winner opts for the annuity, they will receive an initial payment, followed by 29 annual payments that increase by 5% each year. 

According to the Kentucky Lottery, this is the biggest jackpot ever sold in the commonwealth. The previous record for the largest Powerball win was a $128.6 million jackpot, sold in December 2009 at a Georgetown retailer, ProTravel Marathon. The most recent Powerball jackpot win in the state occurred in December 2021 at a retailer in Simpsonville.

What Happens Now?

At the time of writing of this article, it is still not publicly known who the winner is. Mary Harville, CEO of the Kentucky Lottery, called the win a historic moment for both retailers and players. The winner is advised to sign the back of their ticket and store it in a secure location, Harville said in a news release. Harville also recommended that the ticket holder seek financial and legal advice before claiming the $167.3 million Powerball jackpot, given the size of this prize. 

For the upcoming drawing on Monday night, the Powerball jackpot will reset to $20 million, with a cash value of $9.2 million.

Hackers Attack Catawba Nation’s Two Kings Casino

Cybercriminals have attacked the Catawba Nation’s Two Kings Casino, with the hackers threatening to release the facility’s blueprints unless a ransom is paid.

Catawba Nation Casino Under Attack

The hackers, who say they come from the Anubis group, have said that they will make public sensitive security details, including the locations of chip vaults and the placement of surveillance cameras. The group announced they would do this on their dark website on Wednesday. However, conflicting reports from various sources that follow cybersecurity issues show conflicting reports on whether Anubis would release those documents.

Currently, Two Kings Casino is working with outside cybersecurity consultants to investigate. In a press release, Trent Troxel, vice president of the Catawba Nation Gaming Authority, which oversees the casino, explained the situation. According to him, the team has not yet found any evidence that the casino’s network, operations, or customer data have been impacted. 

Additionally, Troxel said that the documents in question are outdated and pertain to an earlier layout of the casino. He clarified that the cyberattack did not target the current temporary casino, but rather the permanent facility under construction, which is scheduled to open early next year with a projected cost of $700 million. Troxel explained that the company takes customer data security extremely seriously and will continue to diligently investigate the case.

What Is the Anubis Group?

The group of hackers first came to mainstream attention in December of 2024. It works as a ransomware group, which is a cybercriminal organization that develops, distributes, and manages ransomware. This is a type of malicious software designed to encrypt a victim’s data or lock them out of their systems. The group then demands a ransom payment, usually in cryptocurrency, in exchange for decrypting the files or restoring access.

Anubis often uses double extortion and operates as a ransomware-as-a-service (RaaS) provider, meaning it provides third parties with the tools needed for cyber attacks. In return, the group gets paid for the use of their software. In addition, Anubis also employs multiple monetization strategies through affiliate programs, such as a data extortion affiliate program and an access monetization affiliate program.

Experts believe that the operators behind Anubis may have previously been affiliates of other ransomware groups or have experience in data extortion and ransomware activities. This assessment is based on the group’s statements about their ransomware capabilities and the detailed, well-crafted investigative articles they publish about their victims. Anubis seems to be an emerging threat, showcasing the diverse business models used by modern extortionists.

Gary Green Gaming Buys Lithium Boomtown Casino in Nevada

Popular singer and entrepreneur Gary Green has acquired the Say When casino in McDermitt, Nevada, betting that it would be the next boomtown thanks to its nearby lithium mine.

Say When, a historic casino, is located next to Thacker Pass and the lithium mine in Humboldt County, believed to be the largest known lithium deposit in the United States. Gary Green, the owner of the eponymous company, says that McDermitt will be the country’s next big boomtown thanks to its metal deposits, which will bring a lot of new customers to the casino.

Lithium is crucial in the construction of batteries for things like smartphones, electric vehicles, and many other devices. As the global industry requires more and more of it, lithium deposits will see an increased use, and nearby towns will see an influx of new workers. Green bets on exactly that and already has big plans for the dusty 1973 roadhouse-style casino.

The idea is to turn the old building into a modern entertainment epicenter. The plans feature an expansive 60,000-square-foot gaming floor, a three-story hotel, a 24-hour restaurant, a media broadcast center, live concert venues, and a complete shopping district. When built, the Say When casino will become the only full-service casino and hotel in the region.

Green explained that the plan is not only to build a casino, but to create “the infrastructure for the human side of the energy revolution—the new Wild West, electrified.” He further explained that in all their years of development, this represents the most compelling convergence of market timing, location exclusivity, and scalable demand they have ever seen. 

Who Is Gary Green?

Green has quite a fascinating resumé. Born in rural North Carolina, he quickly entered the world of music, although this was often mixed with a political and social message. In his early years, he marched in Civil Rights rallies, fought for Native sovereignty, and was forced underground by government surveillance. Ultimately, he recorded anti-establishment anthems for Folkways Records. His musical legacy has since been enshrined in the Smithsonian and the California Music Hall of Fame.

Later in life, Green became a lot more involved in various businesses. He was а VP in the Trump Organization, a tech entrepreneur, a casino developer, and even a circus owner. During his lifetime, Green has consulted on over 30 tribal casino projects, created hospitality brands from the ground up, and still makes time to mentor the next generation of artist-activists.

According to reports, the Say When casino will remain open during Green’s renovation and expansion.

Holland Casino in Peril Amid Increasing Gaming Taxes

Holland Casino, the Netherlands’ state-owned casino operator, has once again opposed the country’s plans to raise the gambling tax. Dutch lawmakers set out to gradually increase the gambling tax, despite the operator’s numerous warnings.

Holland Casino Is Unhappy with the Rising Tax

For context, the Netherlands decided to incrementally increase its gambling from 30.5% to 34.2% in January 2025. The tax should reach 37.8% by 2026, marking a total increase of over seven percent.

Holland Casino’s latest report cast doubt on the company’s ability to operate sustainably, which was further exacerbated by the Netherlands’ tax plans. The report highlighted significant material uncertainty, necessitating significant changes if the company is to be able to continue operating into 2027.

For context, Holland Casino reported EUR 10.4 million in losses for 2024, highlighting its precarious position. Although the company welcomed more guests than the year before, customers spent less on each visit, resulting in an overall loss for the company.

As if that wasn’t serious enough, Holland Casino’s online branch also saw its revenues decline amid strong competition from the regulated Dutch iGaming market.

Holland Casino Is Considering a Variety of Measures

At the same time, taxes and the overall costs of living and conducting a business have continued to mount up, putting Holland Casino in a difficult position. With higher taxes on the horizon, Holland Casino plans to introduce various changes in the way it conducts business in order to remain operational.

These include an overall workforce reorganization, which has already seen Holland Casino lay off hundreds of workers at its HQ. In addition to that, the company has closed its casino in Zandvoort and could potentially put an end to other less profitable locations.

This would mirror the move of JVH Gaming & Entertainment, the parent company of popular online casino brands Jack’s Casino, Flash Casino, and Flamingo Casino, which opted to close a whopping 23 venues because of the tax hike and regulatory headwinds.

In the meantime, Holland Casino is currently experimenting with lower chances at roulette. It is also eyeing digitalization measures that would lead to further cost savings.

In any case, Holland Casino refused to comment on its exact plans to reduce costs and deal with the upcoming tax hike. However, it insisted that the availability of legal gaming services is paramount to providing customers with ways to play responsibly.

The 2024 Gaming Tax Reached Unprecedented Heights

A month ago, the Netherlands’ Centraal Bureau voor de Statistiek, said that in 2024, legal gaming operators paid an unprecedented total of EUR 1 billion in taxes. Despite reflecting the period before the recent tax increases, these results highlight the strength and continued growth of the Dutch gaming market, primarily driven by the growth of iGaming.

Man Who Shot at Golden West Casino Guard Sentenced to Almost 7 Years

Kern County judge sentenced Rafael Lainez Castro to almost 7 years in prison after last month a jury found him guilty of shooting at a Golden West Casino guard, among other charges.

Rafael Lainez Castro Receives Lengthy Prison Sentence

The 39-year-old man who threatened and shot at a security guard at Golden West Casino has been sentenced to prison, though the guard was not injured in the incident. The convicted man, Rafael Lainez Castro, received a sentence of six years and 10 months during a hearing on Tuesday, according to court records. Castro was convicted last month of attempted voluntary manslaughter, assault with a firearm, and other charges.

According to prosecutors, the shooting happened in the early hours of July 15, 2023. Early on the day Castro entered the Golden West Casino in southeast Bakersfield to gamble and consume alcohol. Around 2 a.m., he was asked to leave the premises due to disruptive behavior. However, Castro refused to leave, and security personnel were asked to escort him out of the building. At that time, Castro immediately began physically fighting with security, growing more upset, and repeatedly threatened the life of a security guard, said prosecutors.

Castro then got into his vehicle, drove over a curb, and headed toward the casino entrance. He pulled up, rolled down his window, and fired multiple shots at the same security guard he had threatened, prosecutors said. 

In response to the gunfire and fearing for his safety, the security guard drew his legally possessed firearm and returned fire, striking Castro once. Fortunately, he was unharmed, and he also managed to hit Castro back one time. After that, Castro quickly drove off, but was apprehended later that day.

Here Are More Details About the Case

Following Castro’s arrest, a lengthy legal trial started. On March 17, 2025, a Kern County jury found Rafael Castro guilty of attempted voluntary manslaughter, assault with a firearm, and attempted criminal threats. He was also convicted of possessing a firearm as a prohibited person due to a prior conviction, and of unlawfully carrying a concealed firearm in a vehicle.

Following the pronunciation of Castro as guilty, Kern County District Attorney Cynthia Zimmer stated that the alcohol-fueled incident unfolded in a matter of seconds and left several bystanders shaken. She also said that the motive behind the violent act is being treated with the seriousness it warrants. The District Attorney’s Office remained committed to pursuing justice through to the completion of sentencing.
