New Jersey Lawmakers to Discuss Casino Smoking Ban After the Elections

The future of smoking at Atlantic City’s nine casinos remains uncertain as lawmakers continue to seek a way to patch the indoor smoking loophole. For as many as 17 years, this exemption in the New Jersey Smoke-Free Air Act, supported by the Democrats, has permitted AC’s casino properties to allow smoking in up to 25% of their gaming floor space.

The exemption has long been a subject of controversies, with some lawmakers seeking to patch it up for years now. The smoking exemption also continues to attract disgruntlement from anti-smoking activists who claim that the current law jeopardizes the health of casino workers.

Two measures, namely Senate Bill 264 and Assembly Bill 2151, seek to put an end to the current loophole and align the casinos to other properties where indoor smoking is prohibited. The measures have been in limbo for many months but have enough support to go to Governor Phil Murphy.

Murphy has previously expressed his support of the measures, saying that he would sign them into law if they reach his desk. Despite the strong support, however, the Democratic Party continues to block the measures.

The Ban Has Many Opponents

New reports claim that the measures may soon be taken out of limbo as New Jersey Senate President Nicholas Scutari will allegedly work on Senate Bill 264 following the November 7 elections.

Anti-smoking parties are signed up for an uphill battle against the Democratic leadership, which hopes to retain its majority in the Senate and Assembly where it holds 25 and 46 seats respectively.

In addition, anti-smoking parties will need to overcome the strong opposition from casino companies, which believe that a smoking ban would hurt their revenues, forcing them to cut as many as 2,500 jobs. Unite Here has compared the smoking ban to suicide, alleging that it would cause AC casinos’ GGR to drop by 11%.

However, proponents of the ban have argued that there is not enough evidence to suggest that the measure would have such a profound effect on the local casino industry.

Former Tokyo Casino in Las Vegas Historic West Side Burns Down

The site of the proposed Harlem Nights resort project located on the Historic Westside of Las Vegas was impacted by fire recently. The venue, which used to be the home of Tokyo Casino and the New Town Tavern before that, caught fire on Sunday, as announced by the Las Vegas Review-Journal, citing details from the Las Vegas Fire Department. Although the site wasn’t registered as a historic location, it has seen recent interest from a developer called Harlem Nights.

Reportedly, the former Tokyo Casino caught fire after 6 PM on Sunday. Firefighters were quickly dispatched to the location that is on the corner of Jackson Avenue and F Street. The firefighters were able to extinguish the fire by 8 PM. Sadly, the venue had already suffered extensive damage. According to the Las Vegas Fire Department, the building was a “total loss.” This otherwise means that redevelopment won’t be possible and the burnt down building would likely need to be demolished.

Discussions on the Proposed Project Continue

Lisa Mayo-DeRiso, Harlem Nights’ project consultant, revealed that the company intended to remove the existing building in light of its proposed project. The aforementioned project initially featured a 60-story tower, something that was changed to a 34-level structure after the company was notified by the Federal Aviation Administration that anything taller may impact aviation in the region.

Yet, while Harlem Nights considered removing the building, it planned to execute this plan with more decency, considering its historic heritage. Speaking about the recent fire, Mayo-DeRiso said that the company is disappointed with the irreversible damage it caused. Moreover, she said that Harlem Nights asked for a full investigation into the matter.

So far, the city’s Fire Department hasn’t identified what caused the fire at the former Tokyo Casino nor confirmed when additional details on the matter can be released. It is currently unclear whether the fire started by accident, or it was intentional.

Reportedly, community discussions about the Harlem Nights project are planned for next week. According to Mayo-DeRiso, the project will also undergo debate on November 14, 2023, with the Las Vegas City Planning Commission.

Elsewhere in Las Vegas, tensions between casino operators and employees remain high with picket lines set up recently. The protest of the workers comes amid an increase in the cost of living and inflation along with “no real movement” in the negotiations between the workers’ unions and the operators of casino resorts.

Jersey Cash 5 Winner Says He Will Pay off Debts and Buy a Truck

Jackpocket, America’s leading lottery app, announced that three winners in New Jersey recently shared the $533,000 Jersey Cash 5 prize. As a result, each of the lucky players will get $177,685 back home. Two of these players had purchased their tickets via Jackpocket.

Loyalty Rewarded

Jackpocket interviewed Dustin, one of the winners, asking him how he felt. The winner thus provided some insights into his journey to the prize.

Dustin told the lottery app that he had purchased the Quick Pick ticket for the October 2 drawing just as the Powerball jackpot neared $1 billion. The player revealed that he would sometimes play Powerball or Mega Millions for the social aspect but usually prefers Cash 5.

Loyal to his preferences, Dustin went on Jackpocket, spending $20 on a number of tickets. His loyalty was quickly rewarded as he became one of the three Jersey Cash 5 winners.

Dustin learned that he had won the prize in the morning on October 3. At first, he almost couldn’t believe it.

Jackpocket asked Dustin about his plans for the money. To that, the player quickly responded that he was going to pay off his debts. Dustin revealed that he hasn’t truly been debt-free since he was 18.

In addition, the lucky New Jerseyan said that he is likely to buy a new truck. He explained that his current one is too small for him and his family, with his two kids barely fitting in the backseat. Therefore, a big full-size vehicle is on the top of Dustin’s shopping list.

While Dustin is thrilled about the prize, he admitted that he is a bit disappointed he has to share it with two other people. Laughing, he said:

I have to say I’m a little disappointed. The one time I win the lotto, I have to share it.

Slot Machine Stocks Inexpensive, M&A Could Perk Up, Says Analyst

Following the Global Gaming Expo (G23), which took place last week in Las Vegas, some sell-side analysts came away more constructive on various gaming equities, including slot machine stocks.

In a new report to clients, Stifel’s Jeffrey Stantial observed that shares of some slot machine manufacturers and select casino operators are trading “near trough multiples,” and mergers and acquisitions chatter was elevated at G2E. Amid limited signs of deteriorating demand, the analyst said his preferred slot machine stock ideas into the year-end are International Game Technology (NYSE: IGT) and small-cap name PlayAGS (NYSE: AGS).

Most slot managers we spoke with cited largely stable NTM purchasing intentions, barring a material pullback, though tailwinds from 2020/21 deferred capex are likely diminishing,” wrote Stantial. “Our 2024 estimates across the manufacturer group presume a ~MSD% pullback in the replacement cycle, which still feels reasonable based on supplier & customer tone throughout the show.”

Among other things, G2E is often the forum at which slot makers roll out new games for consideration by casino slot managers.

AGS, IGT Showed Well at G2E

Citing conversations with slot buyers at G2E, Stantial customers were broadly impressed by new offerings from the usual suspects, such as Aristocrat Leisure and Light & Wonder. Those companies, along with IGT, are the three-largest slot suppliers in North America.

PlayAGS was heralded by slot managers as among the most-improved firms in the category. There are tailwinds for gaming device manufacturers. Those include consumers remaining dedicated to casino visits, which provides operators with much-needed resiliency. Additionally, analysts believe supply chain pressures in the industry are easing.

Stantial said the stars could be aligning for slot machine stocks such as PlayAGS, which has room for growth, and IGT, which has stock-specific sparks.

“Putting it all together, forecasting NTM market share trends remains incredibly difficult with no clear share donor. As such, we tend to favor small suppliers with more material whitespace (AGS) or suppliers with idiosyncratic catalysts (IGT),” added the analyst.

M&A Could Spark Slot Machine Stocks

Consolidation in the slot machine sector could be poised to perk up in the months ahead. For now, many eyes are on IGT, which announced in June that it’s mulling strategic alternatives for its global gaming and PlayDigital units.

Likewise, Stantial said smaller rival Ainsworth proclaimed at G2E that it would be open to acquisitions and that it would be receptive to offers to be acquired. There was also chatter of iGaming and online sportsbook operators mulling deals to bring tech stacks in-house, and another familiar rumor popped up at the conference.

“Lastly, MGM management commentary on a panel indicated they feel the BetMGM JV structure may not be optimal long-term, which coupled with frustration from certain Entain shareholders, is likely to re-surface speculation regarding an MGM/Entain acquisition,” concluded Stantial.

Stifel Expert: M&A Activity May Rekindle Slot Machine Stock

Jeffrey Stantial, an expert from the American multinational independent investment bank and financial services company Stifel commented on the state of slot manufacturers stock. As reported by casino.org, he noted that the sector’s stock isn’t in great shape but M&A activity could potentially change that.

Most slot managers Stantial contacted cited stable NTM purchasing intentions, barring a material pullback. However, the expert also noted that deferred capex from the pandemic period is likely diminishing.

Stantial added that his team presumes an ~MSD% pullback in the replacement cycle in 2024. He added that this still feels reasonable based on the supplier and customer tone throughout G2E.

IGT and PlayAGS are Stantial’s Stocks of Choice

During the recent industry convention, several manufacturers presented impressive products that caught Stantial’s attention. He cited International Game Technology, Aristocrat Leisure and Light & Wonder as consistent performers, which is to be expected from the three largest suppliers in North America.

Speaking about his personal preference, Stantial said that his preferred slot manufacturer stock ideas include IGT, as well as the emerging brand PlayAGS. Many, including the Stifel expert, agreed that PlayAGS is one of the most-improved firms in the slot manufacturing sector. According to Stantial, PlayAGS has a lot of potential because of its room for growth.

IGT, on the other hand, has stock-specific sparks, which are also promising, the expert added.

Stantial added that it is difficult to forecast how the NTM market will develop and said that there is “no clear share donor.” Because of that, his team prefers to favor promising smaller suppliers such as PlayAGS or companies with “idiosyncratic catalysts” such as IGT.

Stantial concluded that while the market remains suboptimal, M&A activities could potentially lead to stock spikes. He cited certain companies’ merger intentions as a point of interest, saying that such deals can cause the slot manufacturer stock market to perk up.

Stantial also commented on the recent hints that MGM Resorts and Entain’s partnership may not last in the long term. The two companies, which jointly operate the famous BetMGM brand, have certain disagreements that may potentially lead to a new MGM/Entain takeover attempt. According to Stantial, such a move could have a beneficial effect on slot manufacturers stock.
