Manchester Zoning Board of Adjustment Approves Revo Casino Changes

The Manchester Zoning Board of Adjustment from New Hampshire has approved Revo Casino’s request to create a brand new, larger casino on the footprint of its current building, as well as extend it to two other lots.

Manchester Authorities Approve the Proposal

The Board’s approval of Revo Casino’s request has not been certain at all, considering the company initially submitted papers for the expansion over two years ago in 2024. Furthermore, New Hampshire has recently seen sentiments against casinos rise, as several municipalities are supporting a law that could prohibit new casinos from being built within their borders.

Several variances were requested for the casino project in the latest revised proposal. This includes those related to front-yard setbacks, maximum lot coverage, surface parking placement, the number of required street entrances, and many more. According to officials, many of these requests stem from the city’s updated zoning ordinance, which functions somewhat like a form-based code but does not specifically address casinos. 

The closest comparable category is a shopping center. However, casinos typically prioritize fewer access points, and the proposed windows would not meet standard definitions due to limited interior transparency. Both of these measures are done for the sake of security.

Neighboring Properties Will Also See Changes

The adjacent property – a combined Sunoco gas station and Dunkin’ Donuts at 1265 South Willow St. – also sought variances from the city’s zoning ordinance, including those related to maximum lot coverage and front yard setback, among others. Engineer Brian Pratt of Fuss & O’Neill explained that the current building’s owners believe it has become outdated and see the new casino project as an opportunity to upgrade the site.

Under the new proposal, the number of fuel pumps would be reduced from eight to six. The gas station will also appear before the Board of Mayor and Aldermen to seek permission to use right-of-way space along South Willow Street for landscaped green areas and floral features. This is similar to an arrangement already approved for the casino property just to the south.

Dick Anagnost, owner of the Revo Casino property, expressed support for the proposal, partly because of changes to the building’s design. He believes the updated style will better complement the new casino, including a planned cut-through that would create a “boulevard-style” entrance from South Willow Street aimed at improving current traffic flow in the area.
