Minnesota Sees Back-to-Back Lotto America Jackpot Wins
Lotto America, one of the popular lottery games that are a part of Powerball, announced its latest jackpot winner. Earlier this week, a lucky lottery player from Minnesota hit the game’s jackpot by guessing correctly all six numbers drawn on Wednesday. To win the grand prize, the player guessed correctly all red balls: 7, 12, 17, 22 and 52, along with blue Star Ball 3, granting him the game’s jackpot, a whopping $3.11 million.
The aforementioned $3.11 million represents annual installment payments for a period of 29 years. In case the winner selects a lump cash sum, the jackpot would be decreased to $1.43 million. Still, it is important to mention the two sums are estimated before taxes are applied.
The latest jackpot win marks the second time a Lotto America jackpot has been won in Minnesota since the start of the year. Last month, on March 4, 2024, another jackpot from the popular lottery game was won. At the time, a lucky player secured a $3.73 million win.
Currently, Lotto America is played in 13 US states, including Minnesota, New Mexico, Iowa, Delaware, Tennessee and West Virginia, among others. The price of the draw game is $1 and the overall odds of winning a prize are 1 in 9.63. On the other hand, the odds of winning the Lotto America jackpot are 1 in 25.9 million.
Many Jackpots Drop In the Land of 10,000 Lakes
The biggest Lotto America jackpot was won on April 1, 2023, in Iowa. At the time, a lucky lottery player secured the mind-blowing $40.03 million. The second-biggest prize from the popular lottery game dropped back in March 2018 when a player from Minnesota won $22.82 million. A lucky player from Minnesota is also the holder of the third-largest Lotto America jackpot from July 2019 when they won $21.6 million.
In September, a lottery player from Tennessee secured a $9.71 million jackpot from Lotto America, while in December, another player from the same state took home a $3.1 million jackpot.
Considering the most recent win, the Lotto America grand prize is now reset to $2 million. In case a player wins the prize on the next draw, they can secure a cash sum of $920,000. The next drawing of Lotto America is scheduled for Saturday, April 27.

Pennsylvania: Two Rivers Casino Visitors Accused of Cheating
Despite efforts toward security by casino operators, there are individuals who attemp criminal activities such as robberies or fraud. Oftentimes, such cases are not difficult to solve due to eyewitnesses, extensive CCTV and other security solutions casinos continuously invest in. Although brick-and-mortar casinos try their best to ensure the security of their visitors and repeal different crimes, such venues are subject to criminal activities.
In one recent criminal case, two people allegedly involved in fraudulent activity at a Pennsylvania casino are now facing multiple charges. The case in question involves two individuals who were charged after taking home thousands of dollars of winnings obtained through fraud while playing roulette games at the Rivers Casino, as announced by KDKA.
The publication cited criminal records, revealing that a person identified with the initials C.H.L., together with another individual with the initials J.J.C.L., allegedly engaged in fraudulent activities while playing roulette at the casino.
Considering that the fraud was uncovered, each of the individuals now faces charges of unlawful taking with intent to defraud, receiving stolen property, as well as winning by trick or manipulation. Overall, the duo won $14,328 through alleged fraudulent activity.
The Unelaborate Fraud Was Uncovered Quickly
There are methods that help combat fraudulent attempts on the casino floors. Besides CCTV, some operators use specialized equipment that helps monitor the activities and raises red flags whenever there’s a suspicion of foul play.

This may otherwise enable players to place bets even if the outcome of the game is already determined. An investigation into the fraudulent activity at Rivers Casino uncovered that on three occasions, the dealer spun the ball incorrectly and the gamblers used this to their advantage to place bets while the outcome was already determined.
Whenever there are such cases, the dealer must notify a supervisor about the activity who then reviews surveillance data and submits the case to the gambling regulator, the Pennsylvania Gaming Control Board (PGCB).

Texas Lottery Player Won $95M Jackpot by Buying 26M Tickets
The mystery winner, or winners, of a $95 million jackpot on the Texas Lottery 12 months ago appear to have scooped the top prize because they purchased every possible combination of winning numbers, The Houston Chronicle has learned.
That means they bought 25.8 million tickets at a dollar each. The same winner also won 289 second prizes for matching five of six numbers. It’s almost certain they also won all the lower prizes, too, although the Texas Lottery doesn’t keep track of these smaller wins. These prizes would add another $2.5 million to the total haul. In short, they beat the system.
Each Texas Lottery draw sells between 1 million to 2 million tickets. Records from the Texas Lottery Commission seen by the Chronicle show that for this particular draw, just over 28 million Lotto Texas tickets were sold.
Mathematically Exploitable
The April 22, 2023 draw was one of those rare occasions when the lottery becomes mathematically exploitable, albeit only to someone with enough capital to buy up every possible combination.
After 93 rollovers, the jackpot had swelled to $95 million. So the winner was ultimately investing $25.8 million to win a $95 million jackpot, which is actually more like $57.8 million after state and federal taxes are removed. Nevertheless, it’s still a fairly low-risk proposition.
Even if the jackpot is shared with one other winner, the mystery player would still make a small profit (as well as all those secondary prizes). A three-way split would have been a disaster, but this was considerably unlikely.
The Chronicle has calculated that because of the large jackpot and relatively low number of players in comparison with the number of tickets the mystery player purchased, there was a better than 90% chance of walking away with the full jackpot.
Little did they know it, but everyone else who entered the draw only had a shot at half the big prize.
Who’s Behind Rook TX?
So, who was behind this dastardly but perfectly legal scheme? The jackpot was claimed on June 27 by a limited partnership called Rook TX, based in Scotch Plains, NJ. The organization had apparently been established purely to collect the jackpot.
It’s not uncommon for lottery winners to form such entities so they can remain anonymous when claiming large prizes. Since 2015, winners of prizes greater than $1 million have been permitted to remain anonymous in Texas.
The only question that remains is how do you go about buying 25.8 million tickets in a week when the Texas Lottery typically only sells up to 2 million?
Records show that most of the tickets for the draw were sold by just four businesses. The winning ticket was purchased in person at a strip mall unit in Colleyville whose signage didn’t suggest that it sold lottery tickets, according to The Chronicle. But it was licensed by the state to do so.
The business, Lottery Now, sold 11 million of the tickets purchased for the draw and must have been printing around the clock to fulfill the order.
